Responsibilities

The Agile Systems Engineering Planning and Analysis (ASEPA) Department within the Acquisition Analysis and Planning Subdivision (AAPS) develops and applies innovative and efficient acquisition and systems engineering strategies to address customer needs. The selected candidate will provide technical analysis and technical leadership to support surge in work-demand and should possess acquisition and systems engineering experience. The bulk of the work will encompass systems engineering and acquisition tasks to guide systems through the government acquisition process. A candidate with significant ground experience is preferred.

 

 

Key Functions

 

  • Provide expertise to space and ground system acquisitions in the pre-solicitation phase of the acquisition. Support areas include the development of acquisition strategies; conduct of market research, assistance in the development technical documents in a request for proposal such as statement of work, source selection criteria, instructions for bidders; and participation as a technical advisor in source selections. 
  • Provide expertise to independent milestone reviews for ground and space systems throughout the acquisition lifecycle.
  • Participate in systems engineering studies such as system requirements development and flow-down; analysis of alternatives; system integration, verification, and validation; readiness reviews; risk and opportunity identification, assessment, disposition, mitigation, and management; schedule management and assessment; technology planning and insertion; and performance assessment. 
  • Assisting the government customer in applying innovative acquisition and systems engineering techniques
  • Supporting interdisciplinary functional acquisition teams

Qualifications

 

Required 

 


•    BS degree or higher in engineering, science, or a related field
•    Twelve (12) years of applicable experience to include pre-acquisition planning, source selection, systems engineering and program execution, with demonstrated leadership of teams/studies
•    Experience providing acquisition support to government organizations 
•    Experience leading and participating in systems engineering studies and reviews. 
•    Experience providing technical leadership to space and ground system acquisitions in the pre-solicitation phase of the acquisition. 
•    Excellent interpersonal and communication skills (oral and written)
•    Proven ability to work successfully in a collaborative and diverse environment
•    Demonstrated ability to establish and maintain effective working relationships 
•    Strong initiative and leadership skills 
•    Current SSBI
•    Some travel 


 

 

Preferred 

 

•    Advanced degree
•    Knowledge and experience in some, or all, of the following disciplines: model-based systems engineering, digital engineering, agile acquisition, rapid acquisition and rapid fielding initiatives , dev ops, software acquisition and software systems engineering
•    Knowledge in some, or all, of the following ground and space systems: National Security Space which includes SMC, NRO, MDA, AFSPC, and others, and Civil and Commercial with includes NASA, NOAA and others
•    Experience in acquisition streamlining initiatives for new programs and capabilities under development.
•    Experience with IT and Managed Service Provider Acquisition and Systems Engineering;
•    Experience working in a government program office environment
