Responsibilities

Summary
We are looking for a Senior ODNI Acquisition Leader with expertise in the oversight of Intelligence Community (IC) Major System Acquisitions (MSA)s.  in this opportunity you will will directly support the Office of the Director of National Intelligence, Enterprise Capacity, Acquisition, Procurement and Facilities (ODNI/EC/APF), Director of Acquisitions.  This office is responsible for assisting the DNI to shape intelligence capabilities by enabling proactive, balanced, and effective decisions on acquisitions of national importance.  Acquisition analyses of future MSAs, especially National Security Space (NSS) systems, are a significant priority with high visibility that enable effective decision making by senior government officials.
 

Key Functions

  • Provide the SAE with development program expertise for the planning, programming and budgeting of future SIGINT and IMINT acquisition programs from early requirements formulation, concept development, cost / performance tradeoffs, independent program assessments, and support to acquisition milestone decisions.
  • Advise the government customer on expectations and areas of concern for MSAs, especially in the area of cost, schedule, and performance.
  • Brief and interact with senior government customers on a frequent and regular basis.
  • Work independently across the NSS community, sharing information responsibly to facilitate program advancement.
  • Provide quarterly pre-meeting preparation and post-meeting findings for the SAE of technical, cost and schedule issues presented at formal program status reviews.
  • Provide program assessments for the annual DNI acquisition report to Congress.
  • Draft issue papers as required for distribution to senior IC management.  Participate in reviews of mission requirements, budget, and program assessment working groups and decision forums.
  • Provide technical background on activities of high current interest and provide familiarity with emerging collector and spacecraft technologies.
  • Coordinate Aerospace reachback support for analysis, evaluation, and in-depth technical assessments.
  • This position requires collaboration with other contractors as well as senior military and civilian officers (General Officer/Senior Intelligence Service) within the IC and DoD


Work location is at ODNI headquarters in Northern Virginia (Tyson’s Corner area) with weekly local travel and occasional domestic travel out of the local area required.

Qualifications

Required 

  • Bachelor's degree in Engineering, Science, or related technical discipline from a recognized institution
  • Familiarity with collector / spacecraft hardware, and communication system development programs.
  • Knowledge of analyzing program cost, schedule and performance content.
  • A record of demonstrated initiative and leadership with excellent interpersonal skills along with written and oral communication skills.
  • Ability to interface with multiple government agencies in a senior level working group environment, consisting of senior government officers (General Officer/Senior Intelligence Service), FFRDC and SETA contractors, and produce clear and concise products.
  • Exhibits exceptionally high level of innovation, creativeness, and initiative
  • Demonstrated ability to establish and maintain effective working relationships with customers
  • Current Top Secret and SSBI with active SCI
  • This position requires the ability to maintain a security clearance, which is issued by the U.S. government.  U.S. citizenship is required to obtain a security clearance.

 
Preferred 

  • 12 or more years of increasingly responsible professional engineering/scientific experience, including multi-disciplinary systems engineering and/or program management environments
  • An advanced degree in Engineering, Science, or related technical discipline from a recognized institution
  • Experience with collector / spacecraft hardware, and communication system development programs.
  • Familiarity with NRO collection capabilities for both current and future overhead architectures.
  • Strong technical ability to analyze program cost, schedule and performance content.
  • Experience as a member or lead of a development program office.
  • Experience with ground system development programs.
  • Comprehensive knowledge of the IC and DoD acquisition processes and policies is desired.
  • Demonstrated knowledge of the roles and responsibilities of the ODNI organization, DoD space-related organizations, NRO, and Intelligence Community acquisition organizations
  • Familiarity with Aerospace matrixed resources including Aerospace Engineering Matrix Organization and laboratories.
