Responsibilities

The Systems Director manages a broad portfolio of GPS User Systems activities, including receiver integration, advanced technology, prototyping, receiver test, and system security.  Provides leadership, planning, and direction of technical office staff and operations.  Assigns resources, determines staffing needs, and coordinates activities and operations. Communicates and coordinates activities to counterpart organizations, management, and customers.

 

KEY FUNCTIONS

  • Facilitates implementation of SMC 2.0 objectives for military GPS User Systems
  • Works closely with members of a diverse team of military, government civilians, prime contractors, SE&I contractor, FFRDCs, and laboratories such as AFRL and Sandia.  Manage testing and integration of MGUE and other GPS receiver technologies, and assessment of RF based threats to GPS users.
  • Manages budget planning and execution, personnel management including hiring development, and management of Aerospace ETG support to GPS User Systems.
  • Supports a wide variety of efforts related GPS receiver integration, research and development, prototyping, test, integration, and security.
  • Ensures all integration, test, and security activities are aligned to maximize effectiveness of current and future Position, Navigation, and Timing (PNT) capabilities for the warfighter.
  • Manages internal and external GPS research and development activities and Small Business Innovative Research (SBIR).  Supports GPS security and policy and security efforts.
  • Interacts daily with government customer and forms ETG teams to bring the full resources of The Aerospace Corporation to bear on the issues facing the GPS User Segment.
  • Establishes organization’s objectives and goals and communicates them to subordinates, management, and interfacing matrix organizations. Conducts organization’s activities consistent with corporate policies/practices, goals, and objectives.
  • Participates with higher management in determining organization’s structure and staff and supports resource needs. Participates in budget planning and allocation of resources. Implements policies, practices, and operating processes and recommends improvements to higher management. Reports organization’s activities, progress and achievements through written and oral reports to management, subordinates, and customers.
  • Identifies and assigns sub-organization and staff functional responsibilities. Assigns and coordinates work activities within organization; monitors workload, work progress and schedules, ensures completion of organization’s work assignments within cost and schedule guidelines.
  • Seeks and identifies opportunities for additional, expanded and new business and assists higher management in the evaluation and pursuit of new opportunities.

 

Qualifications

Required

  • Bachelor’s degree in Engineering, Math or Physical Sciences, or equivalent
  • 12 or more years of progressively responsible professional engineering/scientific experience
  • Demonstrated ability to form and lead teams 
  • Strong analysis capabilities, writing ability, and presentation skills 
  • Current Secret clearance required. Current SBI preferred.

 

Preferred

  • Advanced degree preferred.
  • Previous experience in the acquisition process.
  • Previous project leadership, proven ability to work with US Military Officers, their support contractors, Aerospace support, and prime contractors.
  • Knowledge in one or more of the following is strongly preferred: Basic principles of GPS, Military and civilian applications, receiver test, interface specs
    Hardware and software component, subsystem, platform integration, System security policy and classification guidance; cryptography, key management, electronic threats, and electronic warfare, including GPS Navigation Warfare (Navwar), Internal and external R&D processes, including Small Business Innovative Research (SBIR), alternative navigation technologies and sensor fusion
  • Demonstrated ability for self-directed learning strongly preferred.
  • Experience in a managerial role with proven ability to establish and maintain effective working relationships with all levels of contractors, customers, and corporate staff
