Responsibilities

Responsible for creating, implementing, and on-going management of various commodity acquisitions and subcontracts purchasing actions. Create sourcing strategies which meet the customer’s requirements, regulatory requirements and Supply Chain business goals and metrics. Develop and maintain key internal stakeholder relationships to create a collaborative subcontracting environment. Perform business process analysis and develop models to achieve and document best practices for Commercial and Construction acquisitions. Conduct fact-finding to maximize negotiation opportunities. Collaborate with stakeholders to develop appropriate contract language and terms and conditions to yield successful project completion. Document, award and monitor supplier performance. KEY FUNCTIONS

  • Establishes subcontracts for various commodities and construction projects
  • Strategizes and develops policies and procedures for procurement processes
  • Investigates and identifies viable prospective suppliers of commercial products and construction trades sources.
  • When applicable, processes purchasing actions according to state and federal statutes and accounting policies and procedures.
  • Develops thorough and accurate requests for proposals (RFPs) to suppliers. Reviews supplier proposals to determine RFP compliance, and supplier viability for contract award
  • Facilitates all pre-bid actions including bid conferences, job walks and requests for information
  • Negotiates, documents and awards purchase orders for commercial acquisitions
  • May assign and review the work of others.
  • Trains other personnel on Supply Chain processes.

Qualifications

Required for Level III

  • Bachelor's degree
  • 5 or more years of relevant experience in the acquisition of commercial products and services
  • Knowledge of Supply Chain practices and procedures
  • Experience in Microsoft Office applications suite including Word, Excel and PowerPoint 
  • Ability to work with minimal supervision, to self-initiate activities, and to work within timelines

 

Required for Level IV

  • Bachelor's degree
  • 8 or more years of relevant experience in the acquisition of commercial products and services
  • Knowledge of Supply Chain practices and procedures
  • Experience in Microsoft Office applications suite including Word, Excel and PowerPoint 
  • Ability to work with minimal supervision, to self-initiate activities, and to work within timelines

 

Preferred

  •  Familiar with construction industry terms and conditions such as American Institute of Architects (AIA) or similar industry standard terms
  •  Experience in acquisitions governed by Federal Acquisition Regulations (FAR)
  •  Must work well in a team environment
  •  Must be detail oriented
  •  Ability to prioritize tasks and projects
  •  Must possess strong organizational skills
  •  Ability to handle multiple priorities and projects at one time
  •  Effective interpersonal skills to coordinate efforts and work with other internal and external organizations
  •  Demonstrated flexibility and ability to adapt to changing organizational needs
  •  Strong written and oral communication skills
  •  Customer service orientation
  •  Must possess time management and project management skills
