Responsibilities

The Cost / Price Analyst (CPA) / Subcontracts Administrator (SCA) will be the leader at The Aerospace Corporation (TAC ) for cost analysis of government procurement, as well as training key individuals in the supply chain organizations on proper cost analysis techniques.  The CPA/SCA will also be responsible for sourcing, negotiating, and the purchase of multiple prototypes, goods and services.  Will determine the contract type appropriate for the requirement and run source selections in accordance with FAR and company policies.  Responsible for negotiations and all aspects of the procurement requirements.  Responsible for in depth analysis of proposals to evaluate fair and reasonableness using Cost & Price analysis quantitative techniques in accordance with FAR and DFARs.  Apply learning curve, rate adjusted learning curve and or other improvement curve statistical analysis to historical data.   Complies and analyzes data, performs cost/price analysis of proposals and establishes price objectives.  Monitors the performance of suppliers, compiles information to keep informed on price trends and manufacturing processes.  Support various proposals to customers and support early supplier involvement and engagement.

 

Key Functions:

  • Partners with internal and external customers to formalize procurement requirements
  • Prepares and executes solicitations (RFQs/FRPs) resulting in contractual documents and binding agreements
  • Provides innovative sourcing strategies and negotiate long term agreements
  • Conducts proposal analysis and develop negotiation strategies utilizing source selection techniques (best value, total cost of ownership, etc)
  • Establishes reasonableness of cost and pricing; participate in cost and pricing reviews with management, customer and supplier representatives; generating price and cost analysis reports providing recommended price positions to support negotiations with customer and suppliers; and identifying risks and opportunities to the cost estimates. 
  • Conducts supplier statistical price analysis and audits of subcontractor cost proposals to review basis of estimates and source documentation verifying proposal cost estimates for sole sourced procurements as per FAR parts 15 and 31.
  • Ensures compliance with company processes and procedures and regulatory requirements
  • Negotiates, interprets and enforces contract terms and conditions
  • Communicates across functions and programs to manage supplier risks, issues and performance to plan
  • Consults with internal customers to resolve supplier performance issues
  • Manages priorities for delivery of products, services and data
  • Maintains strategic awareness of markets

Qualifications

Required

  • Bachelor's degree
  • Minimum of 7 years Cost Analysis experience
  • Microsoft Office skills; Word, Excel, PowerPoint, etc.
  • Subcontract Management
  • Working knowledge of FAR, DFARs, CAS, CCPD and other Government procurement regulations
  • Experience with supplier negotiations and associated procurement documentation
  • Ability to calculate direct, indirect cost rates
  • Project Management skills
  • Leadership skills
  • This position may require the ability to obtain a security clearance, which is issued by the U.S. government. U.S. citizenship is required to obtain a security clearance.
