Responsibilities

The Associate Director (located in El Segundo, CA) assists the Director (located in Chantilly, VA) in managing the Radar Processing and Analysis Department (RPAD), focusing primarily on staff located in the El Segundo area. RPAD comprises a diverse set of highly respected engineers and scientists, who provide matrix support to a variety of government space programs of national importance.  The department utilizes knowledge of national systems, current technology and engineering judgment to advise government program office personnel and internal Aerospace customers on technical matters relating to SAR remote sensing.  Technical challenges cover a broad range of disciplines including antennas, the entire transmit and receive chain, radar system modeling, ground moving target identification, electronic warfare, maritime surveillance, image processing, algorithm development for advanced Synthetic Aperture Radar image products and exploitation.

 

Key Functions

  • Assist the Director in managing the Radar Processing and Analysis Department, serving as the primary responsible day-to-day manager for the Department staff located in the El Segundo area.
  • Seeks and identifies opportunities for additional, expanded and new business and assists higher management in the evaluation and pursuit of new opportunities.
  • Participates in budget planning and allocation of resources. Implements policies, practices, and operating processes and recommends improvements to higher management.
  • Reports organization’s activities, progress, and achievements through written and oral reports to management, subordinates, and customers.
  • Cooperates and communicates frequently with program offices and/or customers to coordinate and report work progress, issues, and results.
  • Conducts staff performance reviews and recommends performance improvement, career development, salary, and promotion actions.
  • Determines Department staffing needs for the El Segundo office and performs hiring activities as needed.
  • Monitors and directs the organization’s security processes, compliance, and safety awareness.
  • Directs technical activities, organizes project teams, and executes directly or through team initiation the performance of architecture conceptualization, assessment, analysis, or modeling activities.
  • Lead and participate in Radar studies, assessments, design, analysis, and modeling projects.
  • Lead and participate in program assessments, technology assessments, risk assessments, and similar tasks.
  • Develop and execute innovative methods for advancing RPAD performance modeling capabilities for a range of mission modalities (for example: SAR, MTI, Multi-statics) .
  • Closely collaborate with other Aerospace personnel to marshal technical expertise in multiple technical disciplines and domains to enable concurrent engineering approaches to address complex problems.
  • Work with Aerospace program office, customer, and contractor personnel to elicit and identify needs, requirements, and constraints for studies; scope, plan, and execute studies; and effectively communicate task status, methods, results, and recommendations in briefings and formal technical reports.

Qualifications

Required

  • Bachelor’s degree or higher from an accredited university in science, mathematics, or engineering.
  • Demonstrated ability to organize and lead cross-functional, cross-organizational teams to execute studies and assessments.
  • Minimum of 10 years of technical experience in signal processing and algorithm development.
  • Ability to implement solutions to signal processing problems in languages such as IDL, MATLAB, C/C++, and Python.
  • Excellent written and communications skills.
  • Supervisory management experience.
  • Program/project management or technical leadership experience.
  • Experience with primary customers of the RPAD, particularly the National Reconnaissance Organization (NRO) or National Geospatial-Intelligence Agency (NGA).
  • Current Top Secret/Sensitive Compartmented Information (TS/SCI) U.S. Government security clearance. (US Citizenship Required).

 

Preferred

  • 15 years of experience working with implementation and analysis of SAR system data.
  • An advanced degree in mathematics, physics or electrical engineering.
  • Broad range of computer skills/experience including LINUX development
  • Experience with systems engineering and program management for system development projects.
  • Experience with the development of analytical models and simulations and data analytic tools.
  • Experience with the development of novel processing algorithms on SAR system data.
  • Excellent interpersonal skills and ability to work effectively with employees, customers, Aerospace program offices, and contractors.
  • Excellent oral and written communication skills, including the ability to present methods and results effectively in briefings, formal reports, and informal communications.
