Responsibilities

The Associate Director assists the Director providing leadership, planning, and direction for the Communication Electronics Department (CED) staff and operations.  CED's technical emphasis includes hardware-based innovation and program support in Microwave/Millimeter Wave Technology, Time and Frequency Standards, Receivers, Amplifiers (TWTAs, SSPAs, LNAs), Wideband Communication Systems, and Nonlinear Circuits/Systems.   The Assoc. Director helps to manage resources and laboratory facilities, determine staffing needs, and coordinate activities and operations with counterpart organizations, management, and customers. Responsibilities also include an emphasis on hiring, new customer development, and increasing departmental participation in internally funded research.

 

Key Functions

  • Establishes CED's objectives and goals. Conducts CED's activities consistent with corporate policies/practices, goals, and objectives.
  • Participates in determining CED's structure,  staff, and resource needs. Participates in budget planning and allocation of resources. Implements policies, practices, and operating processes. Reports CED's activities, progress and achievements through written and oral reports to management, subordinates, and customers.
  • Identifies and assigns staff functional responsibilities. Assigns and coordinates work activities within CED; monitors workload, work progress and schedules, ensures completion of CED's work assignments within cost and schedule guidelines.
  • Identifies and seeks new business, including increased participation in internally funded research and innovation activities. 
  • Provides overall direction to CED's technical programs and ensures CED's capabilities are effectively applied to needs of customer programs.
  • Cooperates and communicates frequently with customers to coordinate and report work progress, issues, and results.  Participates selectively in day-to-day technical task planning and issue resolution.
  • Conducts staff performance reviews and recommends performance improvement, career development, salary and promotion actions; establishes staffing needs and recommends reassignments, training, transfers, and other staff deployments. Monitors and directs CED's security processes, compliance, and safety awareness.
  • Directs technical staff performing engineering design, analysis or other research and development activities. Directs achievement of engineering assignments within project schedule and cost guidelines.
  • Performs L3 engineering and technical support activities.
  • Manages extensive laboratory facilities.
  • Ensures high quality CED work products and strives for customer satisfaction.

Qualifications

Required

  • Degree in Electrical Engineering or another appropriate technical discipline from an accredited university
  • Demonstrated expertise and accomplishments in the development of RF technologies
  • Demonstrated experience building prototypes or testbeds
  • Demonstrated experience managing laboratory facilities
  • Demonstrated experience in leading engineering and technician teams
  • Demonstrated experience in acquisition and execution of internally funded research projects
  • 12 or more years of progressively responsible professional engineering/scientific experience
  • Substantial experience in a managerial role with proven ability to establish and maintain effective working relationships with engineering and technician staff, along with all levels of contractors, customers, and corporate staff
  • Current and active or ability to obtain Top Secret/Sensitive Compartmented Information (TS/SCI). (US citizenship required)

 

Preferred

  • Advanced degree in Electrical Engineering or another related discipline from an accredited university
  • Experience with both government and commercial space programs
  • Current Top Secret/Sensitive Compartmented Information (TS/SCI). (US citizenship required)
  • Experience with SMC programs and personnel
