Assist the Director of the Communications Payload, Command and Telemetry Dept (CPCTD) by serving as the local manager in Colorado Springs, CO for the Communication Technology and Engineering (CTED) department.  CPCTD is a component of the Communication Technologies and Engineering Division.  CPCTD supports the Space and Missile Systems Center, National Reconnaissance Office, other US Government, and Civil Systems Group customers in communications and navigation systems.  Specialized areas of expertise within CPCTD include communication hardware systems engineering and architecture, concept design and sizing; flight systems test, hardware anomaly resolution; modeling and analysis; link budget analysis; radio frequency interference studies; and encryption.  As the first CTED manager to be hired to the Colorado Springs facility you have an exciting opportunity to shape the future and assist the CTED Directors and Principal Directors in expanding our customers, and growing the program office work.


Key Functions

The initial focus would be to develop an understanding of customer needs and act as CTED point of contact to our local customer.  You will act in the role of technical task lead with El Segundo and Chantilly CTED members to respond effectively to customer needs.  The duties will be split between 80% technical and 20% managerial.  This would shift to greater managerial duties as additional staff members are hired.


  • Facilitate greater customer engagement in the Colorado Springs area for CPCTD and the division in general
  • Provide reach back to El Segundo and Chantilly offices through effective and timely communication of Colorado Springs customer needs.
  • Advise customer management of work progress and issues.
  • Report organization's technical activities, issues, and accomplishments to upper management, subordinates, and customers through briefings and written/oral reports.
  • Publicize CPCTD and CTED capabilities and perspective to customer representatives and Aerospace upper management in Colorado Springs.
  • Assemble and direct teams established to analyze, define, and satisfy customer needs from available resources; supplement teams from outside resources as needed.
  • Act as an additional management resource for other members of CTED local to Colorado Springs.
  • Hire staff and support the hiring of other CTED departments in Colorado Springs, as required, to support a growing need for communications expertise in Colorado Springs.
  • Communicate goals to subordinates and upper management and monitor progress towards stated goals.

    Staff Development
  • Provide managerial and technical leadership, and staff development
  • Monitor performance of staff through performance reviews and other managerial practices.
  • Recommend budgets, allocate resources, and establish priorities.
  • Direct, assess, recognize, and reward efforts of staff in achieving organizational goals and objectives.
  • Ensure organization compliance with applicable security regulations and promotes security and safety awareness.


  • Degree from an accredited university in electrical engineering or another related engineering discipline.  Advanced degree is preferred.
  • At least 8 years of progressively responsible engineering experience
  • Broad experience in multiple Department of Defense (DoD) and National Reconnaissance Office (NRO) communication systems
  • Experience in space protection concept development studies
  • Exhibit high level of innovation, creativeness and initiative
  • Ability to prioritize effort in a highly dynamic environment
  • Demonstrated experience in successful team building and leadership
  • Demonstrated creativity in problem solving, conflict resolution, and team leadership challenges
  • Possess high learning capacity with ability to rapidly grasp new concepts and adapt quickly


Technical experience in at least one or more of the following space communication areas:

  • System level assembly, integration and test (AI&T) for onboard hardware
  • Design and test of analog and digital communication hardware
  • Concept design and requirement definition
  • Analog and digital communication link analysis
  • Communication system simulation analysis
  • Ground communication systems


  • Excellent written and verbal communication skills
  • 10% - 15% domestic travel to El Segundo and other locations, as needed
  • Active Top Secret/SSBI clearance




  • Advanced degree in electrical engineering or related engineering discipline from an accredited university
  • Experience in a customer facing program office or other customer facing role
  • Government and/or space industry experience
  • Previous or Aerospace line management experience
