Responsibilities

SUMMARY OF RESPONSIBILITIES

The National Intelligence Support Plan (NISP) enterprise delivers, enhances, and assures the operational performance of space, ground and processing systems to satisfy intelligence needs. NISP is currently standing up a headquarters Acquisition Group under the leadership of the NISP Technical Director to provide centralized acquisition support and programmatic services. We are seeking a Senior Project Engineer to serve as the Aerospace counterpart to the Technical Director and lead corporate support to the formation and operation of the Acquisition Group

 

KEY FUNCTIONS

  • Collaborate to define and enable the transition to a NISP Acquisition Group focused on integration of budget, contract and “architectural” baselines
  • Lead development and implementation of a “programmatic service” to be provided by the Acquisition Group to the other NISPelements
  • Work directly with stakeholders to understand and document requirements
  • Develop and shape acquisition strategies to effectively and efficiently address stakeholder requirements
  • As required, draft and review key acquisition documentation required to support the procurement process, both in the pre-acquisition phase and in contract execution
  • As required, perform technical evaluation of engineering change proposals (ECPs) to NISP contracts
  • Provide analytical support to detailed zero base reviews (ZBRs) of NISP spending and requirements
  • Perform analysis of NISP contract execution in support of monthly Combined Business and Engineering Review (CEBR)
  • Collaborate with external organizations to ensure clean interfaces and boundaries between NISP contracts and external contracts and to influence external contracts to reflect and support NISP requirements
  • Perform market analysis of the industrial base to ensure sound acquisition strategies for NISP contracts
  • Identify and apply appropriate ETG subject matter expertise to develop or review acquisition artifacts, serve as technical advisors to source selections, and perform value added analyses
  • Provide analysis of and form recommendations to address contractual-related risks, issues and opportunities which affect budgetary or requirements decisions
  • Prepare project briefings and necessary reports to summarize analytical findings and enable the timely resolution of issues identified
  • Participate as required in technical exchange meetings, reviews and briefings with customer, contractor and Aerospace personnel

Qualifications

BASIC QUALIFICATIONS

  • A bachelor’s degree in engineering, science, mathematics, or a related field

 

REQUIRED QUALIFICATIONS

  • 12 or more years of applicable experience
  • Direct experience with pre-acquisition artifact development and the associated required customer processes
  • Direct experience in the development of acquisition strategies
  • Direct experience in technical evaluation of contractor proposals
  • Experience in contractual analysis
  • Proven ability to work with a multi-discipline team and to effectively coordinate solutions and recommendations
  • Excellent communication and interpersonal skills, to include oral and written communication
  • Proven initiative and a commitment to continuous learning
  • Demonstrated ability to establish and maintain effective working relationships with a customer
  • Occasional travel to contractor and/or government facilities
  • A current TS/SCI clearance   
  • This position requires the ability to obtain and maintain a security clearance, which is issued by the U.S. government.  U.S. citizenship is required to obtain a security clearance.

 

PREFERRED QUALIFICATIONS

  • An advanced degree in engineering, science, or mathematics
  • Demonstrated ability to utilize corporate matrix capabilities
  • Direct experience in source selection execution
  • Knowledge of the current NISP site baseline systems
  • Direct experience executing zero-based reviews (ZBRs)
  • Experience performing market research on the industrial base
  • Experience working on multi-site “virtual” teams
  • Familiarity with mission operations and NISP requirements
  • Experience working directly with senior government personnel
  • Experience leading or managing teams
