Responsibilities

Summary of Responsibilities

We are looking for a Software Systems Engineer/Senior Software Systems Engineer to serve as a technical advisor focused on all aspects of the GEOINT Ground Enterprise for the National Reconnaissance Office. Drawing on systems engineering and program management expertise, the Software Systems Engineer/Senior Software Systems Engineer will oversee the development of software-intensive mission planning and processing systems and facilitate the adoption of modern software technologies and practices, including agile-based development and cloud-based computing. The Software Systems Engineer/Senior Software Systems Engineer will coordinate reach-back to Aerospace technical staff to bring industry-leading subject matter expertise to bear on critical customer needs.


Key Functions

  • Assists in the development of key system requirements and in assessing the impacts of proposed engineering changes
  • Evaluates contractor designs to ensure requirements are satisfied, external impacts are understood, and user needs are met
  • Participates in milestone reviews and serves as a lead technical advisor to the government on program readiness
  • Performs oversight on behalf of the program office of verification and validation activities
  • Supports operational transitions, coordinating rapid response to anomalies and discrepancies, and supporting enterprise activities such as launch and initialization of associated collection assets
  • Undertakes major technical studies at the behest of the customer, leading teams comprised of mixed-badged personnel as appropriate


Key Functions for the Senior Software Systems Engineer may also include

  • Defines future capabilities and architectural tenets to foster enterprise adoption of commercial state of the art and industry best practices
  • Formulates acquisition strategies to achieve the government’s enterprise vision and mitigate risk
  • Participates in pre-solicitation efforts and source selections to help the government achieve best-value solutions from industry
  • Identifies risks and watch items as systems progress through the development lifecycle, and recommends mitigation strategies that balance cost, schedule, and performance
  • Serves as a key technical contributor on milestone readiness review teams, providing impartial technical assessments to milestone decision authorities
  • Recommends strategies to migrate systems and functions to government-managed cloud hosting environments

Qualifications

Required Qualifications

For the Software Systems Engineer:

  • Bachelor's degree in an engineering, scientific, or related field from a recognized institution
  • 8 or more years of increasingly responsible professional engineering/scientific experience
  • Experience with the systems engineering or software development lifecycles
  • Familiarity with US Government acquisition and systems engineering processes, such as supporting readiness reviews, sustainment activities, or focused technical studies
  • Current TS/SCI clearance with SSBI
  • Exceptionally high level of innovation, creativity, and personal initiative
  • Willingness to go above and beyond the call of duty to accomplish the mission
  • Ability to establish and maintain effective working relationships with customers and function in mixed teams comprised of government, federally-funded research and development center (FFRDC), and systems engineering and technical assistance (SETA) personnel
  • Strong written and oral communication skills; experience authoring technical reports and briefing both technical and non-technical audiences
  • Travel as necessary to support job requirements
  • Ability to occasionally flex work schedule to accommodate deadlines
  • This position requires the ability to obtain and maintain a security clearance, which is issued by the US Government. U.S. citizenship is required to obtain a security clearance.


In addition to the above, the Senior Software Systems Engineer requires the following: 

  • 12 or more years of increasingly responsible professional engineering/scientific experience
  • Strong experience with the systems engineering and software development lifecycles and experience with the development or acquisition of software-intensive systems
  • Strong experience with US Government acquisition and systems engineering processes, including supporting readiness reviews and verification and validation activities
  • Experience working in a program office environment, including interfacing with customer counterparts and serving as a key technical advisor for a system or segment
  • Experience working with development contractors in a technical oversight role, such as supporting software release planning, quality assurance, deployment, or sustainment


Preferred Qualifications

  • Advanced degree in computer science, computer engineering, systems engineering, electrical engineering, or a related engineering or scientific field
  • Experience working in the GEOINT intelligence discipline from the perspective of acquisition, systems engineering, development, or mission operations
  • Experience leading focused teams of matrixed personnel to address customer needs
  • Expertise in agile-based software development and software architecture
  • Knowledge of NRO systems engineering, acquisition, and integration processes
  • Ability to work effectively in a fast-paced environments, complete tasks on short deadlines, and solve ill-defined problems
  • Ability to deliver impartial assessments despite incomplete or imperfect information
